Microsoft says " Microsoft Information Rights Management (IRM) enables you to create a persistent set of access controls that live with the content, rather than a specific network location, which will help you control access to files even after they leave your direct control."
But what if a file is in document library in sharepoint and you want users to have a read only access right there, let them read them, search them but not download them. Can you do that in Sharepoint today ? NO
